Cases need fraudCase.create, seeded on the Fraud investigator Role only; it includes fraudFlag.review and covers reading cases, and every read is audited. Without it, /fraud/cases answers the 404 page. A branch sees its own cases, head office all of them.
A case groups one or more confirmed flags across Claims, or opens blank, and always takes a title. New case is a dialog; its Open case creates the case and opens its form. A row opens the case in a side panel; the list has no Actions column, as a row's only action was opening it.
The OJK column shows a significant case's deadline, 3 working days after the fraud becomes known, when it is overdue, when a reported case is due for an update, or that it goes into the year's annual report. The list sorts by the OJK due date, soonest first.
A case closes at follow-up 002 (internal finished) or 004 (final court ruling).
Each case carries the signal strip with its count of confirmed flags, toned by the highest severity among them; hover it to list them. The Case and Potential loss columns stay pinned.
Export for OJK: the significant-fraud report (Lampiran III), the annual report due 31 January (Lampiran II), and an update for cases changed since their last submission. One ZIP per export, named <root code>_anti-fraud_<report>_<date>.zip: the XLSX in OJK's column order and codes, with YYYYMMDD dates and whole rupiah, and a description PDF per event named by its OJK ID.
A case gets its OJK ID at its first export. Export is refused while a mandatory column is empty, and the message names each by its Lampiran column number. A year with no cases exports the header row only, with a narrative PDF saying "nihil".
"Record as sent" takes the date, the channel (OJK system or email) and OJK's receipt if there is one; it stops that report's clock and Alerts. Progress shows on the clicked button only, and results arrive as toasts.

#959, search: the case list API takes the search box's text (case, perpetrator or Claim number).

No Actions column: a row opens the case in its side panel.
