The consent comes before the report and before any capture. One consent per Claim: it attaches to exactly one Claim, and a second report in the same Session asks again.
Recorded against the Policy and the Session: the text version, the SHA-256 of the governing Bahasa Indonesia text, the locale shown, the time and the IP.
Consent follows sign-in (#180: "C1 sign-in, consent, C2"; #628: C1 stays the first screen). After the code, I agree opens Report an incident; from the tracker's Report an incident it does the same. The agreement is recorded per Claim, in the Client's language, with the Bahasa Indonesia text as the governing one.
A staff-registered Claim asks before the first shot, after the capture email's link has signed the Client in; I agree opens the guide. A Workshop FNOL's code confirmation already counts as consent.
"Read the governing text in Bahasa Indonesia" opens it in a sheet, so the governing version is readable from the screen (PRD CLI-13).
Declining stores nothing and shows the Insurer's own call centre, 021-3199-9100. An Insurer with no call centre shows "Contact Asuransi Demo's call centre" and no Call button.
Saving shows on I agree, with I don't agree disabled. A failure is an alert above the text, and nothing is lost.
POST /client/claims answers 409 CLAIM_CONSENT_REQUIRED when the Session has no consent: the report sends the Client back here with main's "Agree to data processing first." above the text.
Main records no consent yet: the consent API is #649's, and claim's Consents is a fake.

Order: consent follows sign-in, as #180 and #628 settle it, so the screen is always signed in: no language pill, and the language lives in the Account tab.
Drafted: the sheet's title "The governing text" and its line "The Bahasa Indonesia text is the one that counts. The text on the screen is a translation of it."; the sheet's body stays a placeholder until counsel supplies the text (#290).
Drafted: "Declined, signed in" reuses the declined text; its Back to the consent returns to the signed-in consent.
Couldn't save is an alert above the text, not the mockup's toast: a refused save is an alert at the top of its form. The mockup's line "a failure is a toast" is rewritten.
No call centre: the Call button goes and "Contact Asuransi Demo's call centre" shows, as web's sign-in draws it (client/claim.html). The mockup's fixed "1500 456" goes for the Insurer's own number.

Claim registration's web consent (claim-registration.html, 09 Oct) had a tick box, "this is a translation" and a "Full privacy policy" link; the newer app consent dropped them, and they stay dropped.
